Reason Codes in the Message Delivery Report

1	Absent subscriber (network cannot contact subscriber)
2	Handset memory exceeded
3	Equipment protocol error
4	Equipment not equipped with short-message capability
5	Unknown service centre (destination MSC)
6	Service centre congestion (Too much inbound traffic at destination network)
7	Invalid SME address
8	Subscriber is not a SC subscriber (Number belongs to a different destination network but HLR is not updated)
9	Unknown subscriber (IMSI is unknown in the HLR)
10	Illegal subscriber (The mobile station failed authentication)
11	Teleservice not provisioned (Mobile subscription identified by the MSISDN number does not include the short message service)
12	Illegal equipment (IMEI check failed, blacklisted or not whitelisted, A2P not allowed)
13	Call barred (Operator barred the MSISDN number)
14	Facility not supported (VLR in the PLMN does not support MT short message service)
15	Subscriber busy for MT short message
16	System failure
17	Message waiting list at HLR is full
18	Data missing
19	Unexpected data value
20	Resource limitation at peer / destination network
